You'll find this is the case with most ticketing services or payment providers, it's a fraud prevention thing. If I setup an event, sold $10,000 worth of tickets, withdrew the money, and closed my account, Eventbrite would be liable to chargebacks. PayPal regularly freeze accounts that are selling event tickets, which makes it difficult to put on independent conferences, for example:

If you have difficulty covering the upfront costs of the event yourself then finding sponsors to inject some cash might help.
