Accounts payable automation HELP NEEDED

All,
I really need an advice on accounts payable. I am trying to find an inexpensive software that will allow me to process invoices from our service providers at home and then send to my supervisor for approval via email (preferrably) before issuing a check.
I am currenlty using Sage Accpac accounting software but unfortunately all the accounts payable automation software that is compatible with Sage Accpac is way to expensive for a small charity as we are (some are around 25000$).
Can anybody recommend something? all i need is for my supervisor to be able to approve the payments prior to processing via email.

Could you ever create a review list of all the invoices and attach PDFs of the invoices with a software like PDF convertor? PDF convertor can used for many different things.

Take a look at Freshbooks. It's free although there is a low-cost upgraded version.
