I want to hire VA's under my business, but I want to monitor the quality of their work. They could choose their hours and how they get the work done but if the work is not done well it would be a reflection on me. Is that considered a subcontractor or an employee? Does anyone have employees instead of subcontractors? Can employees work on a per project basis?
You don't really want to put yourself in that position if you can help it. I didn't want to end up in an employee role so I've never done this except on rare occasions. It kind of depends on if the client is paying you and you're paying them - really puts you in the role of employer. And there's a whole lot of tax implications there.
If you're coordinating the work of subcontrators for VA clients you've secured, you're a VA project manager, not an employment agency. Believe me, you'll be immersed in the work your clients want performed.
Subcontractors come equipped with skills, and they take care of all their own overhead (and legal protections, far as I know). When you contract with another VA to perform tasks for your clients, it's almost like a joint venture or partnership.
VA Project Manager never came to my mind as I like to manage a lot of things and I will be outsourcing as well, thanks for the title.

Project Manager. That is the best way to describe the the situation. This is an area that I have been focusing a lot on. I haven't been able to come up with the right term. But project manager definitely fits.
When I think of a subcontractor, I think of them as a virtual team player, not necessarily the coach. We can do the tedious small things. A project manager of course can be a subcontractor but I like to focus on the day to day activities as a sub.
