I saw this service offered on a VA website under "Business Administration". Maybe this would be more generic than "Process Manager".

I can definitely see this type of service as being beneficial to both new and established VAs who have few or no "systems" in place. But, even those VAs with systems in place need to review them on a regularly scheduled basis.

I've provided this type of service before and am currently trying to finish an ebook about developing and documenting business systems for small businesses.
