Default I didn't know where to post this...
I'm at the point where I'm ready to partner with a va for some of my own admin work and I was wondering what type of agreement I need to have in place so the person I partner with doesn't do anything like try to take my leads as hers or something like that. Would a simple non compete agreement do the trick?

I would include a basic non compete clause with an independent contractor agreement. That way you clarify they are independent, can't take your clients, and need to pay their own taxes.

DeAnna:

Are you looking to partner with a VA to distribute work or receive work?

I do agree with Melissa; the non compete clause should be sufficient.
