Custom landing pages with opt in boxes for newsletters will still be be an option to add to to a Fan Page. You just won't be able to do it with the Static FMBL application. It will require a higher level of coding skills using iFrames. This means that not everyone with just basic HTML skills will probably not be able to create a custom tab. However, there will still some basic FBML codes that will still be supported and tabs already created will "supposedly" not be affected. They will still be supported in the way they are set up. It's just that after some point, you will no longer be able to create custom tabs using the Static FMBL application.
This isn't really a completely new announcement. Facebook alluded to some kind of change like this several months ago.
I think it's okay to continue creating custom tabs but I wouldn't make them too intricate and I would advise clients in advance that future platform changes may require you to go in and make adjustments or that it may be need to be updated by someone with those coding skills for iFrames and Javascript SDK.
But here's the thing, there are so many shops out there right now that are offering affordable options for creating custom tabs (who have those coding skills) that I think it makes more sense to just find someone who you think does good job and then develop relationship with them as someone that you can present to your client to do the custom tab for them and then you just manage the project.
