I can't find a date on the article and know nothing about the site. Now maybe he's trying to say to go THROUGH your personal FB account to set up your business page rather than setting up a business page separate (something I did by mistake and had to correct, as that's a no-no if you already have a personal FB account).
Am I reading what he's trying to say incorrectly or is he saying to use personal FB accounts for businesses instead of business fan pages?
