Sorry I didn't see your question earlier.
I think that the answer would depend upon a few external factors:
Cost and budget for the work
Complexity of the work
If the work can be done less expensively by an entry level, I would think that looking at an entry level VA is not unusual.
If the work requires more experience and is high level work, then the experienced VA would be the answer.
If the client is on a budget can hire two entry levels for one experienced level VA but still gain the same results, then I don't see why the entry level wouldn't work.

I think it is purely a business decision.
If a client doesn't choose you, please do not take it personally. It may mean that they don't understand the value you bring to the table and it is their loss. You don't want to work with people like that.
If this is a multi-level VA service that has not chosen you, they may have their reasons...maybe their subcontracting rate is low and they need lower charging VAs. Or maybe they want to train the subcontractor themselves.
Continue on with your marketing and you will be looked at more closely rather than overlooked.
