I would suggest looking into Franklin Covey Plan Plus Online. It is a great program and is web based. You can create different users so different people can see/update/change particular information. You can also create tasks that are specific to departments/people and email the tasks. The receiver then has the ability to send you status on the particular or a completed message. I don't really hear anyone on the boards talk about it, but you may want to look into it and see if it fits your needs.
