Hi Shonda - I'm in Southeast Michigan and I'm restarting my VA business after working as a Communications Coordinator. Finding this forum is probably one of your most valuable first steps. Read, Read, Read and ask lots of questions.

As far as marketing strategies - I really think that depends a bit on what type of clients you plan to serve and the skill sets you have. In any case, start out by letting everyone you know about your new venture. I actually got one nice job in the past simply because I added my business and quick description of what I do to my email signature. It happened to be an email I was sending to another Marching Band parent - completely unrelated to business.
