The question is, in what ways do you want the site to be interactive? Plan that, and then use html or Joomla, Drupal, or Wordpress to build the site, including Javascript where appropriate. I'm pretty much a newbie when it comes to website building and am familiar with HTML and CSS, with a little wordpress. My client says "interactive" without much more detail; hence, my partial or limited information in my question.
