I think that it's wise to experiment with various methods of reaching out to your target market to see what works best - and Suave's suggestions are a great start. I've heard lots of great feedback from VAs who participate in their local chamber of commerce.
Also, do take the time to scan through the various topic sections devoted to
marketing and networking, you'll find lots of tips and suggestions throughout.
You'll find sections on Direct Mail Marketing, Print and Promo Advertising, Press Releases, etc. - all of which can be done on a budget. (Of course, in order to ensure that you're not wasting your advertising dollars by advertising to anyone and everyone it's important to know just who you're trying to reach - so be sure to pinpoint your target market(s) first.)
