OK at some point it is stalking however, I feel that out of courtesy you should get some type of response. A 'no' I am not interested would suffice rather than being completely ignored.
Let me preface my next statement by saying that anytime a PC doesn't respond after being the one to initiate the conversation, I see a red flag. This may mean that they will ignore you in the future. Ideally, a really ideal client should be professional and respond and close out all inquiries.
Ok, so there are circumstances where that won't happen...they can't respond to you right away, but a good week is a fair timeframe and you have indeed done that.
I would follow up one more time but this time with a phone call. I would just politely confirm that the PC has received your information and ask if there is any additional information you can send to them.
You will know then what or what not to do.
I look at it this way...if I am going to spend the time researching a PC's business to give the best possible proposal, at the very least they can be courteous and say 'yea' or 'nay'. If they don't offer up a reply, then they were not worth the extra effort. Move on and work on obtaining quality clients that will respond.
A follow-up phone call makes you look efficient, not pesky. I personally would hire a VA who had some tenacity to get things done and closed out. So if you can follow up with a call, do so.
