I absolutely think if you want to reach out to a client and touch base, go for it. There is no time like the present. A simple email saying hello, asking how he doing and how his business is going is absolutely ok.
Sure, sending an email to clients that you don't necessarily work with on a regular basis is certainly a good idea, but like many business owners -- we sometimes get wrapped up in our business too! Don't fret over it.
You know, oftentimes an unexpected email is a nice surprise. You never know, he may be in need of help, but so busy he doesn't have the time to even ask. An email from you may prompt him to reach out to you and ask for assistance. I don't think there is any problem in reaching out to a past client to just say hello and check in.
