I agree with Katrina about the "friend" thing. But, I also believe that since your friend is in business that she/he may have a better idea on how to keep the friendship separate from the business.
With that said, again I agree with Katrina, quote your regular hourly rate. Some recruiters work on commission only, but, you can end up working a lot of hours doing hard hitting advertising, social media and networking, and then end up only get paid by each person you bring in. I suggest not doing commission.
Recruiting online will be pretty easy in the since that you will be posting to job boards, social media outlets and forums.
