Dissertations are formatted in regards to the guidelines of the university of submission (strict formatted report). Some universities have up to 15 pages of instruction for the formatting and submission only.
Your potential clients probably has all the necessary information but may not want to tackle the reporting and formatting in accordance of the guidelines. Most are simple and straightforward but require a lot of organization to make sure the information is presented in the proper way including resources, references and acknowledgments.
Many people working on their dissertations are great at gathering the information and writing the copy but just are at a standstill as to the presentation.
I would get clarification as to what is needed and if it is in fact the final product ask to see the submission guidelines. You can also do a Google search on "formatted dissertations" to get an idea of what is required by some. This will give you an idea of what is involved, how much time it will take and whether you are up to the task.
