Is it necessary to be certified as a travel agent in order to offer travel bookings / planning for your customers? If you offer this service in your own VA practices, are you certified as a travel agent?

I would suggest you look up the laws in the particular state you are located in and perhaps in the state your clients are in. May be a good idea to "hook up" with a travel agent and see if you can work WITH them -- networking the various travel agents, maybe asking questions of chamber of commerce etc can't hurt. So many times you are able to get the special prices and referrals it is through your CONNECTIONS

I agree with Deb, one of my real estate agents owned a travel agency for 30 years and still does a little on the side, she gets amazing rates and is able to do comps for her client.
