If your husband can take what someone has created and make it into a website that is generally called Web Development, though web development and web design are often inter changed.
I'm stronger on the web development side of things than the design (giving the site the look) and often work in conjunction with a designer to achieve the look someone is looking for.
Your husband sounds like he has a lot of coding experience and so if that is the case he could offer his services as a web developer and coder, even programmer. Has he created any of his own programs, plugins or apps?
I don't know enough about it, but I personally see a huge market for people with skills to develop apps for the growning mobile market and suspect that there is lots of opportunity to be a freelancer and offer that. Not sure if you husband has those types of skills, but that's another area to think about.
Also if he knows enough CSS, PHP etc he can create his own Wordpress Themes to offer as both free and for sale.

Great thing is much of his skill set is in demand right now so he should be able to make the transition.
