Let me start by noting that we're *all* on a tight budget - that's a common denominator of most startups. And anytime you can skillfully execute some part of the startup process on your own then I think you should go for it. Note the 'skillfully' part of my comment though... I've seen lots of 'homemade' logos that just didn't cut it.
With that said, if you can afford to invest in having a logo and website done for you then I think that's a smart way to go.
You can always learn to use WordPress as a website backbone, and it's quite easy, really once you get the hang of it plus there are loads of free or very inexpensive templates you can work with

But graphic design and logos I think are best left to those who do that for a living.
Logo Nerds is only about $40 I think? Well worth the investment in your business, and it is a tax writeoff after all!
