Try Cooltext.com. It's mainly font-based but if you are pretty creative, you could tweak it with Blibs.com or Lunapic. I've experimented and come up with some pretty neat stuff. But it's all free.

I recently found LogoCreator. It seems there is a lot you can do with it and it is for free.

I recently downloaded LogoCreator for $37. The templates are okay but I was very disappointed with the size/quality of logo when I exported it to my Wordpress site.

I also used Logonerds and was very pleased! They are very prompt with revisions and getting the final version delivered and I felt like they really read my input regarding what I was looking for. The price was really inexpensive, I felt, for what they delivered.
