You can buy Dreamweaver by itself [outside of the CS4 package] - if that's what you mean, but yes, even by itself it's expensive (well worth the investment, and don't forget it's deductible from your small biz taxes!] BUT, have you checked out
eBay?
I just saw one [CS3] full version with free shipping going for about $100 at the moment - just be careful that you investigate your seller and make sure they have a good rep for selling viable, brand new software!
