You can do this in some desktop publishing programs. I think Adobe PhotoShop would do this. I actually have a program called Serif PagePlus for desktop pub and it's really a great program (MUCH better than Publisher). But it has a "eyedropper" tool which allows you to make the background of the graphic transparent. I'm sure others will have ideas for you as well!
