Well....technically, yes - but there are many browsers that won't recognize your favicon file for what it is without some code to help them out - if you want to be sure it shows up for all users then you'll want to use a bit of code. IE is actually one of the browsers that has a hard time reading a plain image file as a favicon (without code).
