Did you ask friends of your personal profile to become a fan of your page? I sent a request out to my friends to help me reach the 25 level so I could get my custom URL, and then I too got stuck at 16 fans so I asked them again!  Got about another 20 fans, enough to push me over. Just something to try!

i tried it but none of my friends speak to me anymore so have refused my fan page request....
